Togo’s government has launched an international tender to supply and commission 5,200 devices for the smart metering system of Compagnie Énergie Électrique du Togo, CEET. The tender was issued by the ministry overseeing energy and mineral resources.
1,200 Modems and 4,000 Data Concentrators
The contract covers 1,200 modems designed to connect medium-voltage meters to CEET’s smart meter management platform. It also includes 4,000 data concentrators for low-voltage smart meters, along with the associated energy meters, cables and accessories.
The equipment must be delivered within 240 calendar days from the formal notification of the approved contract, with an additional 180 days for associated services.
The tender is part of CEET’s ongoing Revenue Protection Program. It is being financed under the Inclusive Development through Electricity Access, IDEA, project, backed by a credit from the International Development Association, IDA, the World Bank’s concessional financing arm. The $200 million IDEA project is partly aimed at improving CEET’s commercial and financial performance.
A Tool to Protect CEET Revenue
Smart meter deployment is one component of CEET’s revenue protection program. The World Bank also uses it as a performance indicator under the contract between the government and the utility, with the goal of improving revenue collection.
The tender comes as CEET undergoes a broader restructuring focused on improving governance and operational performance. Official figures published in 2026 put its technical and commercial losses at nearly 16%, equivalent to about CFAF 30 billion in lost revenue annually.
CEET has previously invested in smart metering. In 2019, it awarded a contract for the supply of 20,000 electronic smart meters.
Bids Due Before the End of October
Bidders must submit their bids by October 28, 2026, at 10:00 a.m. A bid security of CFAF 50 million is required. The public opening of technical bids is scheduled for the same day at 10:30 a.m. The tender notice is available on the ministry’s website.
