Togo’s Personal Data Protection Authority (IPDCP) and its Malian counterpart, the Personal Data Protection Authority (APDP), signed an agreement this week to formalize their cooperation and facilitate the exchange of expertise.
The agreement, signed on Wednesday, September 23, 2026, provides for the exchange of information, cooperation in handling complaints and conducting compliance checks, as well as capacity-building initiatives for staff at both institutions. Discussions also covered cross-border data transfers, cybersecurity, artificial intelligence and digital sovereignty.
The two authorities say the partnership will help them address challenges related to cross-border data flows as digital services expand across Africa.
Togo Strengthens Its Data Protection Framework
In Togo, the new agreement is part of broader efforts to strengthen the country’s data protection framework. In June 2026, the IPDCP trained its first 32 data protection correspondents, including representatives from the banking, insurance, telecommunications, health and transport sectors.
The authority has also begun digitizing some of its procedures. Since March 2026, declarations related to video surveillance systems can be submitted online through the Service Public platform.
