Togo and Rwanda signed three agreements in New York on Wednesday, September 23, 2026, on the sidelines of the 81st session of the United Nations General Assembly, designed to deepen bilateral ties and expand cooperation.
The documents were signed by Togo’s Minister of Foreign Affairs, Cooperation, African Integration and Togolese Abroad, Robert Dussey, and Rwanda’s Minister of Foreign Affairs and International Cooperation, Olivier J.P. Nduhungirehe.
The first agreement is a memorandum of understanding on political consultations. It establishes a framework for regular dialogue between Lomé and Kigali on issues of common interest, as well as regional and international matters. The second memorandum provides for the creation of a Joint Cooperation Commission. The body will identify cooperation priorities, monitor implementation and assess progress in the sectors covered. The third document is a framework cooperation agreement providing a legal and operational basis for developing new partnerships in several fields of common interest.
Together, the three agreements are intended to consolidate the partnership between the two countries and strengthen South-South cooperation to support socioeconomic development and stability across Africa.
The agreements come as ties between Lomé and Kigali are expanding across several sectors, including transport, trade and services. In air transport, the two countries have been linked since 2018 by an agreement liberalizing air services.
The arrangement allows RwandAir and Lomé-based ASKY Airlines to operate direct flights between the two capitals without frequency limits. It is part of the Single African Air Transport Market, which aims to facilitate air travel between countries across the continent.
